With reference to my Despatch Confidential of the

27th. December last on the subject of the prohibition of circula-

-tion of foreign notes in the Colony, I have the honour to trans.it for your information the enclosed translation of an extract from a Chinese newspaper published here from which it may be gathered that the Canton Government is taking steps to establish a Bank in

Hongkong.

2. As the principal object of such an institution

would undoubtedly be the promotion of the circulation of the notes

of that Government I would urge that a decision on the matter of

taking powers to prohibit the circulation of notes other than those

of the authorised Banks of issue may be arrived at, in order to prevent as early as possible any attempt to force on the Colony a paper circulation of exceedingly doubtful value.
